Business Profile: Canuck Security Services Ltd. - Darpan Magazine

(AP) ? Iran's President Mahmoud Ahmadinejad is calling a visit to Israel by U.S. presidential candidate Mitt Romney as "kissing the foot" of the Jewish state to boost his bid for the White House.

Ahmadinejad did not specifically name Romney, but his comments were an unmistakable jab at the Republican contender's stop this week in Israel. Romney strongly backed Israel's drive to stop Iran from possibly seeking nuclear weapons. Tehran denies the claims.

Ahmadinejad questioned why Romney would make "concessions to get some pennies for (his) campaign?"

Ahmadinejad made the comments during a speech Tuesday broadcast on state TV.

For a guy who once expressed on wax his sympathy for high school basketball players who want to go straight to the pros, and who eschewed the university himself, Drake has an odd infatuation with the college hoops game?specifically, the Kentucky Wildcats team. Drizzy performed at the first Big Blue Madness event after Kentucky hired head coach John Calipari, then made a much-publicized appearance in the KU locker room after a victory in the 2010 NCAA tournament. ?I?m just a natural fan,? said Drake around that time. ?I love the team.?

Looks like that love is mutual. Kentucky has gifted Young Aubrey with that most esteemed prize in college hoops?the NCAA championship ring, of which the Wildcats were entitled to several for winning the tournament back in March. Exactly what the on-or-off-court contributions made by Drake towards the KU championship run are largely unclear?if lifelong fan and regular courtside attendee Ashley Judd didn?t get one for her moral support, it doesn?t seem fair that Drake should?but nonetheless, he now has one more championship ring than Chris Webber or Derrick Rose, addressed to his ?Drizzy? nickname, at that.

It?s actually a fairly savvy move on the part of KU and Coach Calipari. With the possible exceptions of Kanye and Jay-Z, there?s no artist more widely listened to and quoted by our nation?s youthful ballers than Drake, and by continuing to ally the program with the rapper, they?re making sure that their next 5-10 prospective recruiting classes know the name of Kentucky basketball before they even start contemplating their potential verbal commitments. Now all they have to do is get their own dance craze and they?ll have the next decade of college hoops on lock.

So far, prices for Multifamily Apartment Buildings have only increased slightly from a year ago, unlike single family homes prices, which have increased by over 30% from a year ago in the Phoenix metro area, as detailed in a previous post.
The demand has increased, partially because of the many former homeowners that have short saled or lost their homes in foreclosure in past few years are now living in apartments buildings.

This is a group that values higher education, perhaps even over home ownership, they don?t necessarily feel the need to own a home right now, but instead may prefer to have a newer modern apartment they rent, with amenities like a gym, instead of a place they own and would have to spend their money and weekends fixing up.
They have never had a phone of their own that they didn?t carry with them, they have grown up with technology, which is important to keep in mind if you are an Apartment Building owner interested in targeting this massive generation for their housing needs.
Marketing your rental property to this generation will need to be done online with video, highlighting features like close proximity to retail and entertainment centers, and public transportation. Pointing out the energy-efficient systems you in the properties and how much the tenants will save on their utility bill.
This group is young and their needs and desires are no doubt ever changing, but now and in the foreseeable future owning Multifamily Investment property, to provide housing for this huge generation of young people may be worth considering.

Europe's economic confidence slides in July

(AP) ? The EU's executive branch reports that economic confidence fell in July, as hope declined in industry and the services sector.

The European Commission said Monday that its economic sentiment indicator for the 17 eurozone countries fell 2.0 points, to 87.9. In the 27-nation EU, the indicator decreased 1.4 points, to 89.0.

The continued drop may be an indication that doubts over the future financial stability of Greece and Spain are affecting the entire region.

The Commission said the EU-wide decline was led by the services sector, while the drop in the eurozone was due to loss of confidence in industry and among consumers.

Among the EU's larger economies, sharp drops were registered in Germany, France and Spain. Increases in confidence were recorded in the U.K., Italy and the Netherlands.

Debt crisis: live

15.18 Spain has not, and will not, ask the EU to buy Spanish government debt to ease its borrowing costs, the head of the Spanish Treasury has insisted. Inigo Fernandez de Mesa told Spanish daily Expansion:

It is not on Spain's agenda to ask for help from the fund and to ask that it buy debt. Far from it [...] This has not happened and I can assure you that it is not going to.

14.49 The ECB did not buy any bonds on the secondary market last week, data from the central bank show. We hope to get more clarity on whether the ECB plans to buy any debt and when at Mario Draghi's interest rate press conference on Thursday.

...or not. Here's how "clear" former ECB president Jean-Claude Trichet was when the central bank started buying peripheral debt last year:

Quote [On] the SMP: don?t expect me to say anything more than what I have said before. Since the very beginning of the SMP, I have never said anything, except that, if we intervene, we intervene. You will see what we will have done, and we will publish this information. I will not say any more on that [...]everything is driven by the consideration of the fact that we are the central bank for 17 countries and that we have to observe monetary policy transmission in this very vast area, which is the size of the United States of America. All we are doing in this domain is helping to restore better monetary policy transmission, obviously in exceptionally difficult circumstances.

14.16 US Treasury Secretary Timothy Geithner has arrived in Germany for "informal talks" with Wolfgang Schaeuble, Germany's finance minister. The pair were due to hold a press briefing after their meeting, but due to time constraints, will issue a statement instead:

14.01 The EU must press ahead with proposals to issue joint debt "one way or another," according to the EU's commissioner for social affairs.

L?szl? Andor told German newswire DPA:

Quote The EU member states try to muddle through by various solutions. The European Central Bank - I think luckily - has been very innovative. Some of its measures gave us some extra time to think about proper sustainable solutions [...] But what I have always said: Either this crisis - or the next - will bring about the eurobonds as they are mostly called [...] The point is the mutualisation of the public debt, one way or another.

13.43 Meanwhile, European debt inspectors continue to scrutinise the country's finances under the watchful eye of Greek police...

13.31 The coalition government in Greece will meet this evening to try to agree on an ?11.5bn package of cuts that will unlock the next tranche of its EU/IMF bail-out.

Junior coalition partners have so far refused to sign off on the new proposals, and a government spokesman refused to rule out new pension and salary cuts. The meeting will begin at around 4pm UK time.

The uncertainty in Greece comes amid rolling strikes by ATEBank employees, who were protesting the state-run bank's takeover by Piraeus Bank.

Separately, members of Greek bank union OTOE are also on strike today over austerity cuts.

12.46 Stock markets are trading higher this lunchtime. The FTSE 100 in London is still up 0.5pc at 5,657.09. The FTSE Mib in Milan is up 2pc, at 13,869.54, while the IBEX 35 in Madrid is up 1.5pc at 6,717.90.

Italian borrowing costs have edged up following this morning's bond auction. The yield on 10-year debt is back above 6pc, at 6.03pc, while Spanish 10-year yields have remained steady, at 6.6pc.

12.03 As German finance minister Wolfgang Schaeuble prepares to meet US Treasury Secretary Timothy Geithner on the island of Sylt today, Rachel Cooper reports on the growing number of embattled eurozone leaders holidaying in their own country or fairly close by:

The North Sea island, famed for its 40km sandy beach, might seem an unusual location for a pow-wow to discuss the spiralling debt crisis, but it is Mr Schaeuble's traditional holiday destination. Just off the German coast, near the Danish border, Sylt is the northernmost island of Germany and is known for its tourist resorts, particularly Westerland and Kampen.

Germany's chancellor, Angela Merkel, has left Berlin for her usual two-to-three-week break. She has been spotted at the Bayreuth Festival, the annual month-long celebration of Richard Wagner, and Bild reported that she will then travel with her husband to the Italian alpine region of South Tyrol, where she holidayed in the past two years.

In a nod to austerity, Mrs Merkel sported the same dress - a petrol-blue full-length gown - to the Bayreuth Festival that she wore to the same event four years ago.

11.39 The ECB announces the amount of debt it bought on the secondary market on its website every Monday at around 2.30pm. The last time it used the SMP was back in March.

11.36 More from JP Morgan:

Quote We expect no long-term positive impact on peripheral spreads from a resumption of SMP. This reflects several factors.

? First, we expect ECB implementation to remain half-hearted and reactive.

? Second, the impact on peripheral sovereign yields will likely be smaller this time due to the issue of private sector subordination, a point which was hammered home by the preferential treatment given to the ECB during Greek PSI.

? Third, Spain needs to significantly ramp up its issuance pace in order to cover its funding needs for the rest of the year. We estimate that Spain needs to nearly double its issuance pace going forward. These figures do not include potential funding needs due to support facilities announced for the Spanish regions.

? Fourth, secondary market selling pressure from non-domestic holders of Spanish debt will continue, as investors sell into the SMP bid due to lack of market demand elsewhere. Net, we expect these factors to outweigh the positive impact from ECB bond-buying over the long-term, especially if Spain gets downgraded to sub-investment grade later in the year, which is our base case.

11.31 Analysts at JP Morgan have also examined how much impact the ECB's bond buying programme would have if it was re-activated. Its conclusion? Not much:

Quote Since 2010, the ECB has accumulated a total portfolio of peripheral sovereign debt of around ?225bn, dominated by Italy, Greece and Spain (Exhibit 4). However, previous ECB attempts have been mainly reactive. That is, the ECB wants to defuse a crisis but also wants the fiscal authorities to ultimately bear the load. Thus, prior bouts of SMP buying have started out with a bang but tapered off significantly after 3-6 weeks. In late 2011 the ECB had to pick up the pace again when Italian and Spanish yields approached new highs; this also led to the introduction of 3Y LTROs in December.

11.08 The German government has "full confidence" in the ECB and sees no reason for legal action against the central bank.

Spokeswoman Georg Streiter was responding to comments made by German MP Joerg-Uwe Hahn this morning (see 09.21) that the government should sue the central bank over its purchases of peripheral debt.

Mr Streiter also said that the government's position on eurobonds remained unchanged, and shared debt liability was not in the country's interest.

10.49 Meanwhile, confidence across the eurozone slipped again in July, according to a monthly survey by the European Commission.

A fall in confidence across "all sectors" saw the EC's Economic Sentiment Indicator (ESI) for the eurozone fall to 87.9 in July (from 89.9), while the EU reading fell to 89.0 (from 90.4). This compares with a long run average of 100.

A "loss of confidence in the services sector" was the main driver of the fall in the EU, the EC said, while the euro area saw the biggest declines in industry and among consumers.

10.33 Commenting on the Italian auction, Annalisa Piazza at Newedge Strategy, said:

Quote Lower yields are good news for the Italian Tesoro and rising borrowing costs is one of the major threat for the Italian fiscal consolidation at the current juncture. However, the relatively low bid/cover ratios remain a sign that dealers are extremely suspicious on the recent tightening of EMU periphery's spreads. ECB policymakers sounded convinced that the re-activation of the SMP was needed in the near term as spiking spreads are a clear obstacle to the smooth transmission mechanism of the ECB monetary policy. However, the ECB meeting is a few days away and market participants are still reluctant on the possible outcome of the meeting and they seem to be concerned about a possible disappointment.

10.21 Italy has managed to sell medium and long term debt this morning at lower rates than at a previous auction in June.

The Treasury sold ?2.5bn of 10 year debt at average yields of 5.96pc, compared with 6.19pc at the last auction, ?2.24bn of five year debt at average rates of 5.29pc (vs. 5.84pc), and ?750m of three year debt at average yields of 4.49pc.

Demand remained steady, with around 1.3 bidders per bond on offer at the ten-year auction.

09.58 It's a week of meetings this week. Today, US Treasury Secretary Timothy Geithner meets German counterpart Wolfgang Schaeuble and ECB president Mario Draghi.

On Thursday, Italian PM Mario Monti will meet his Spanish counterpart Mariano Rajoy in Madrid.

In between all that, we'll get interest rate decisions on both sides of the Atlantic.

The Bank of England, ECB and Federal Reserve in America are all expected to keep interest rates on hold this week, despite calls from some economists to ease monetary policy further.

09.52 The Bank of England also said that mortgage approvals and lending slumped to its lowest level since December 2010 last month, reflecting broader economic weakness due to extra public holidays and wet weather.

09.47 The amount of money swirling around the financial system has collapsed to new lows.

The Bank of England figures showed that the UK's broad money supply, M4, shrank by 5.2pc on an annual basis in June to its lowest level since records began in 1983.

Commenting on the figures, Samuel Tombs at Capital Economics, said:

QuoteGiven our view that the euro-zone crisis is likely to intensify, thereby weakening UK banks, we continue to expect weak money and credit growth to undermine the pace of the economic recovery for some time to come.

09.29 Analysts at Societe Generale argue in a note this morning that even if the ECB was to restart its Securities Markets Programme (SMP), it would not lower peripheral borrowing costs over the long term:

QuoteRestarting the SMP purchases is another matter. The Bundesbank was never keen on the idea, yet this didn?t stop the ECB from relaunching the programme last August. Graph 1 shows that it was first launched in May 2010, then petering out, only to be restarted in August 2011 before petering out again. The bullish impetus only lasted a few days last August.

A repeat of August 2011 is possible, even if the Bundesbank drags its feet. Little does it matter to the investor who the official buyer is (EFSF or Eurosystem). Investors will just want to sell their holdings at prices perceived to be above market clearing levels compared to longer term prospects. So a buy programme will just result in a transfer of ownership. It will not have a durable impact on lower yields

But for now the threat of intervention can buy governments a little time, and contain spreads, or even push them tighter. Buying will at best be a palliative, not a game changer, though can still have a large near-term impact on markets, as August 2011 saw.

09.21 Not everyone is happy with the idea of the ECB going on a bond buying spree, and one member of Angela Merkel's junior coalition party has called on the German government to sue the central bank for hoovering up peripheral debt on the secondary market. Joerg-Uwe Hahn told Die Welt:

QuoteThe European treaties allow member states to sue the ECB [...] It's time to open the toolbox of the (EU's) Lisbon Treaty and see how one can ensure that the ECB is brought into line to focus on its original task: monetary stability.

08.52 Today's leader column in the Financial Times argues that the International Monetary Fund (IMF) should ask EU leaders for a refund on its loans to the indebted country and "confine its own role to giving open and honest assessments of the ensuing rescue attempt." More from the FT:

Quote...the longer the IMF participates in a rescue it does not itself believe in, the greater the cost will be to its reputation and support outside the eurozone. Should any writedown on its lending even be proposed, it would enrage other shareholders, including the US and the big emerging economies. Its implementation would be a disaster, raising costs for other borrowers and in effect crippling the institution.

On balance, the fund was right to take the risk of getting involved in Greece. It has offered unrivalled technical competence and has tried to inject a sense of reality into the proceedings. But the risks to its reputation have now begun to outweigh the limited good it has been doing. The eurozone has money. It needs an impartial and outspoken adviser, not a co-opted fellow creditor. The IMF should look at how to extricate itself from further bankrolling the Greek rescue.

08.34 Reports that the ECB could take losses on Greek debt have gained traction over the weekend.

Intensive discussions are now reportedly under way among EU policy-makers that could see the European Central Bank and a number of central banks take a significant write-down on their Greek bonds as the price for avoiding a eurozone break-up and losing its weakest link.

08.24 Spanish and Italian borrowing costs have also continued to fall.

Yields on Spanish and Italian 10-year debt are currently at 6.66pc and 5.88pc respectively.

08.20 It was Monti and Merkel's turn this weekend to promise do everything to protect the eurozone. And so far this morning, the comments by the German chancellor and Italian PM have kept markets in the black.

The FTSE 100 is up 0.3pc, at 5,643.09, while the CAC 40 in Paris is up 0.5pc at 3,296.64 and Frankfurt's DAX is up 0.7pc at 6,734.40. The IBEX 35 in Madrid is flat, at 6,619.10.

08.12 The eurozone has "no time to lose" (sound familiar?), and leaders "must make extremely clear with all available means that we are determined to ensure the financial stability of the currency union," Jean-Claude Juncker has said.

Mr Juncker, who leads the Eurogroup of finance ministers in the 17-nation bloc, told German daily S?ddeutsche Zeitung (translation by AP):

QuoteI don't want to raise expectations, but I must say that we have arrived at a decisive point [...] the euro countries have arrived a point where we must make extremely clear with all available means that we are determined to ensure the financial stability of the currency union.

I have no doubt that we will implement the decisions of the last summit [...] It still has to be decided what exactly we will do when. That depends on the developments of the coming days and how fast we have to react [...] and we will, as Draghi says, see results.

08.03 We wake to news this morning that the Spanish economy contracted by 0.4pc in the second quarter. This follows a 0.3pc contraction in the previous quarter. On an annual basis, the economy contracted by 1pc.

The figures affirm the Bank of Spain's forecasts earlier this month.

    US intelligence predicts poverty plummet by 2030

    ASPEN, Colo. (AP) ? Poverty across the planet will be virtually eliminated by 2030, with a rising middle class of some two billion people pushing for more rights and demanding more resources, the chief of the top U.S. intelligence analysis shop said Saturday.

    If current trends continue, the 1 billion people who live on less than a dollar a day now will drop to half that number in roughly two decades, Christoper Kojm said.

    "We see the rise of the global middle class going from one to two billion," Kojm said, in a preview of the National Intelligence Council's global forecast offered at the Aspen Security Forum in Colorado.

    "Even if some of the most dire predictions of economic upheaval" in the coming years prove accurate, the intelligence council still sees "several hundred million people...entering the middle class," Kojm said.

    The National Intelligence Council analyzes critical national security issues drawing from all U.S. intelligence agencies. The unclassified global forecast, which is due out by the end of the year, tries to "describe drivers of future behavior" to help government agencies from the White House to the State Department plan future policy and programs, Kojm said.

    The rising middle class will have little tolerance of authoritarian regimes, combined with the economic resources and education needed to challenge them.

    "Governance will be increasingly difficult in countries with rising incomes," he said, adding "middle-class people have middle-class values and aspirations" for greater individual empowerment and are now armed with social media and other technological tools to bring that about, including the overthrow of repressive governments.

    Education levels are also rising, with graduation rates for women set to exceed that of men if current trends continue.

    On the negative side, Kojm predicted food demand will rise by 50% in the next 18 years, though global population will only rise from 7.1 to 8.3 billion. Middle-class people want middle-class diets, which are heavy in meat, requiring more water and grain to produce, he said.

    Adding to that, "nearly 50% of humanity will live in water-stressed regions by 2030," he said.

    But Kojm also predicted that new technological developments could help close the gap between food and water shortages and need.

    More people will migrate to cities, he said. Some 50% of the world lives in urban areas now, rising to 60% by 2030.

    The growth of the Asian economies, such as China, is expected to continue, but Kojm said the rising median age of China's workers means it may be overtaken by countries with cheaper labor like India, Vietnam and Indonesia.

Discovered that someone put up a sex tape claiming to be me. Ridiculous,? she explained. ?Obviously not me.? Obviously.

    Just when the nude photos and sex tape rumors had started to die down, another rears its ugly head. This time, however, the photos could be real. According to TMZ, the singer?s laptop was hacked not too long ago, and several personal images were taken as a result. As per usual, someone is attempting to shop the images to various websites, though no takers have been announced as of this writing. Authorities, meanwhile, are on the case, and if reports are telling the truth, they even have a suspect already in mind.

    Considering the guy who hacked Scarlett Johansson?s phone is facing all sorts of trouble, I?m assuming Carly Rae Jepsen?s electronic intruder will face similar charges for his actions.     2 Brigham and Women's Hospital patients have no detectable traces of HIV following transplantation

    Boston, MA Two men with longstanding HIV infections no longer have detectable HIV in their blood cells following bone marrow transplants. The virus was easily detected in blood lymphocytes of both men prior to their transplants but became undetectable by eight months post-transplant. The men, who were treated at Brigham and Women's Hospital (BWH), have remained on anti-retroviral therapy. Their cases will be presented on July 26, 2012 at the International AIDS Conference by Timothy Henrich, MD and Daniel Kuritzkes, MD, physician-researchers in the Division of Infectious Diseases at BWH.

    "This gives us some important information", said Dr. Kuritzkes. "It suggests that under the cover of anti-retroviral therapy, the cells that repopulated the patient's immune system appear to be protected from becoming re-infected with HIV."

    One patient's bone marrow transplant was two years ago, the other was four years ago. Both were performed at the Dana-Farber/Brigham and Women's Cancer Center. Over time, as the patients' cells were replaced by donor cells, traces of HIV were lost. Currently, both patients have no detectable HIV DNA or RNA in their blood. The level of HIV antibody, a measure of exposure to HIV, also declined in both men.

    "We expected HIV to vanish from the patients' plasma, but it is surprising that we can't find any traces of HIV in their cells", said Dr. Henrich. "The next step is to determine if there are any traces of HIV in their tissue."

    The research team is currently designing studies that would enable them to look for HIV in the tissues. Researchers also plan to study additional HIV-positive patients who have undergone a bone marrow transplant.

    Researchers point out that there are two key differences between the Brigham patients and the "Berlin patient", a man who was functionally cured of HIV after a stem cell transplant. In the Berlin patient's case, his donor was specifically chosen because the donor had a genetic mutation that resisted HIV. The Brigham patients' bone marrow transplants were done without any thought to selecting an HIV-resistant donor. Second, the Berlin patient ceased anti-retroviral therapy after his transplant, while the Brigham patients have remained on anti-retroviral therapy.

    Mexico's new president faces long grind on poverty

    SAN SIMON ZAHUATLAN, Mexico (Reuters) - Sofia Irene can remember when a Mexican president came to visit her mountaintop village pledging to replace dirt floors with cement, pave roads and broaden electricity coverage.

    Seven years on, most homes in San Simon Zahuatlan have solid foundations and electric lights and two concrete roads run through the remote settlement in Oaxaca state in southwestern Mexico.

    But soon after the day President Vicente Fox entered the village with a bustling entourage in 2005, Mexico had its back to the wall again in its long fight against poverty.

    More than 12 million Mexicans have joined the ranks of the poor since Fox left office six years ago, making poverty a top issue in the July 1 presidential vote.

    The election winner, Enrique Pena Nieto, has said he will bring jobs, education and clean water to wide swaths of the country where poverty is a stubborn reminder of successive governments' failure to unlock Mexico's full economic potential.

    He has made firm commitments: the day his campaign began, he pledged to lift 15 million people out of poverty.

    However, few of his words reached Irene's ears in San Simon Zahuatlan, Mexico's second poorest municipality.

    Cooking beans over an open fire in a smoky, corrugated iron shack with a dirt floor, Irene had already forgotten about the election and who the winner was until her husband reminded her.

    "We're screwed," Irene said repeatedly, using one of the few Spanish phrases the 38-year-old ethnic Mixtec knows well.

    To end malnutrition and improve water supply in places like San Simon Zahuatlan, Pena Nieto aims to ratchet up annual growth in Latin America's second biggest economy to around 6 percent - or triple the average rate of the past decade.

    Though the economy has improved toward the end of his six-year term, outgoing President Felipe Calderon has presided over a sharp rise in poverty.

    Today, nearly 60 million Mexicans or more than half the population are considered poor, roughly the same percentage as in the 1980s. That belies the unequivocal economic progress of the upper end of Mexican society, which has helped make Carlos Slim the richest man in the world.

    Within the 34-nation Organisation for Economic Cooperation and Development, only in Chile is income inequality higher than in Mexico, OECD data show.

    Growing at nearly double the rate of Mexico over the last decade, Brazil's economy has shown what can be achieved.

    The South American giant has cut the number of poor by nearly 21 million since 2003 and pulled ahead of Mexico to become Latin America's foremost economic powerhouse.

    SKEPTICAL VILLAGERS

    Nearly 90 percent of people in the ramshackle settlement of San Simon Zahuatlan live on less than the 684 pesos ($52) a month which CONEVAL, the government's social development agency, uses as its benchmark for extreme poverty.

    Potable water has to be trucked up the mountain, and none had been delivered in more than a month when Reuters visited.

    Most inhabitants are subsistence farmers growing corn and beans on tiny plots and spend the rest of the year working elsewhere in Mexico. Those who stay at home weave straw hats and sew soccer balls, earning as little as 15 pesos ($1.13) a day.

    Of the municipality's roughly 1,000 students only around 50 finished primary school and 25 secondary school last year, said mayor Marciano Camarillo. The literacy rate is below 50 percent and many of the indigenous Mixtec speak little or no Spanish.

    Nearly 40 percent of pregnant women are teenagers and 20 percent of babies are born malnourished, said village doctor Jesus Carino.

    Such statistics are a stain on Mexico's reputation, Pena Nieto said in Oaxaca during the election campaign.

    "We cannot remain a poor country when we are already well into the 21st century," he told a rally in Oaxaca City.

    The 46-year-old president-elect with boyish good looks, who takes office in December, has pledged to combat poverty and banish hunger by raising agricultural output, providing universal pensions for the old and scholarships for the young.

    But Pena Nieto's victory margin was smaller than expected and his Institutional Revolutionary Party (PRI) will not have a majority in Congress, making it tougher to push through the package of fiscal, labor market and energy reforms he hopes will spur faster growth.

    Residents in San Simon Zahuatlan are skeptical Pena Nieto will be able to make much of a difference in their lives.

    "We had six years with Fox and nothing, and now with this current government we're just as badly off, worse even," said Federico Balthazar, the village's 30-year-old treasurer.

    Until the 1980s, Mexico had made big inroads against poverty.

    Taking power in 1929, the PRI pursued left-leaning policies in its early days, redistributing land, creating a minimum wage and improving healthcare and access to education.

    Poverty fell steadily from more than 85 percent in 1950 to settle at just over 50 percent in the 1980s, according to a study published by the Inter-American Development Bank.

    After a spike in the mid-1990s, when a major economic crisis hit Mexico, further advances were made under Fox, whose conservative National Action Party (PAN) ousted the PRI in 2000.

    When Fox left office in 2006, poverty was at 43 percent, thanks to a welfare scheme that promoted education and gave women control over family spending. Seven million people had exited poverty during his presidency.

    Calderon continued his predecessor's increase in welfare outlays, though they remain the lowest in the OECD, partly due to a weak Mexican tax take Pena Nieto has pledged to improve.

    But his government was soon struggling with the 2008-2009 global financial crisis, and the job market has yet to recover to its pre-crisis levels. By 2010 the average wage was worth less in real terms than it was in 1994, according to Inter-American Development Bank figures.

    Rapid population growth and the rising cost of social services turned the screw on Calderon's promise to raise living standards and between 2006 and 2010, around 12.2 million Mexicans slipped into poverty, according to CONEVAL data.

    Pena Nieto has identified sub-standard education and poor infrastructure as key impediments to progress.

    If he succeeds, the returns could be impressive.

    Lifting the country's 21 million extreme poor out of poverty could boost GDP by as much as 9 percent, said Raul Feliz, an economist at Mexico's CIDE think tank.

    ROADS GO ONLY SO FAR

    The people of San Simon Zahuatlan have learned not to get their hopes up.

    When Fox visited in 2005, he came with an ambulance.

    Local councillor Jorge Mendez, 52, said he and many others thought the vehicle was a much-needed gift to the village.

    They were wrong. Brought along in case anything happened to the president, it disappeared just as quickly as he did.

    Fox's visit did, however, bear some fruit.

    Electricity coverage has become widespread. Amid the stray dogs and cockerels, most houses now have concrete floors, while two streets in the center have been paved, as Fox promised.

    The age of the Internet has also arrived - although the technical college due to house the seven computers connecting San Simon Zahuatlan to the Web has not been built yet.

    It is not just a question of money, said Bernardo Rosales of the Technological Mixtec University in nearby Huajuapan, who works with indigenous groups in the region.

    "The act of paving a street, of building sewers means nothing," Rosales said. "We can't talk about real, worthwhile development until people are able to create sources of employment from within their own communities."
